The State Duma has chosen the Kaliningrad region, the Altai and Primorye territories, and the junction between the Rostov region and the Krasnodar territory as the location of the future four gaming zones
The house made the decision while discussing amendments to the presidential bill “On State Regulation of the Gaming Industry.” The bill entrusts the government with the right to set up and close down the gaming zones on coordination with regional authorities. The borders of the gaming zones will be set by regional authorities. A ten-year moratorium on the closure of a gaming zone will be enacted. The gaming zones will open in the Kaliningrad region, the Altai and Primorye territories, and the junction between the Rostov region and the Krasnodar territory. Communist faction coordinator Sergei Reshulsky and Liberal Democratic Party leader and Vice-Speaker Vladimir Zhirinovsky raised objections. Reshulsky was dissatisfied with the State Duma firmly indicating the future location of the gaming zones. He said the move breached the presidential concept. “The house should have delayed the decision for holding tenders and giving the government a chance to make a choice,” he said. Meanwhile, Zhirinovsky said they should have chosen Kalmykia in order to “drive the gaming business into the steppe and keep it out of sight.” Presidential Representative to the State Duma Alexander Kosopkin put an end to the dispute. He said that the territories were selected thoroughly and regional authorities had confirmed their agreement to house the gaming zones.
