Russian President Vladimir Putin believes that an ideological void after the collapse of the Communist ideology should be filled. “The ideological vacuum that has formed after the wreck of the Communist ideology is being filled, and it by all means will be filled either by extremism, chauvinism, nationalism and national intolerance that destroy us or by humanistic, human values with our active support,” he said at a meeting of the Russia State Council devoted to questions of culture on Tuesday. Putin stressed that “it is important for us that this work rests on our traditional culture if we do not want losing our originality and identity in the global world, in the conditions of globalisation”. “Attention from authority of all levels to problems of culture as a whole and national culture in particular is always important, but it is especially important at our times and in our country,” the president said. “The country is awakening, rising, the feeling of national pride, self-identity of Russian citizens is awakening. We should answer this feeling,” Putin said. “Measures (to support culture) should be based on the foundation of national culture, national cultural traditions of all peoples of Russia, this should be one of permanent sources of national unity, pride for intellectual wealth and cultural diversity of Russia, one of sources of patriotism uniting us,” the president said. After the State Council’s meeting, the government will receive several orders. Putin sad that the “government and the Russian Academy of Sciences will be commissioned to develop a draft concept and a programme for conservation of cultural heritage”. Besides, there is the need for “improvement of Russian legislation for creating conditions for conservation and development of traditional culture”. The cabinet of ministers will be also tasked with adjusting federal programmes “Culture of Russia” and of social rural development, “envisaging an increase in the amount of the co-financing of establishments of culture of a club type from the federal budget”. “Of course, we should pay attention to education, propaganda and popularisation of traditional culture in the mass media,” Putin said.
