Russian Interior Minister Rashid Nurgaliyev said close to four million crimes were committed in Russia in 2006 and grave crimes were on decline. However, he said in an interview published by Rossiyskaya Gazeta on Friday, criminals had become “more aggressive, subtle and better technically equipped.” “The so-called ‘white collar crime’ is developing, various financial schemes and manipulations are being used with budget finances, as well as fraud with the use of computer technologies,” the minister said. Nurgaliyev said the general portrait of a criminal had not changed for the past ten years. Some 60 percent of criminals have no employment, people with a criminal record account for every third or fourth crime. Drunken people commit every sixth crime, and teenagers - every 12th crime.
