The Polish consulate-general in Kaliningrad has officially confirmed that Polish visas are granted to residents of the Kaliningrad region free of charge
It said Polish visas are granted to residents on the Kaliningrad region on the existing terms, that is, on the basis of the September 18, 2003 agreement between the governments of the two countries on the terms of their citizens’ travel. Under that agreement, the visas are free, can be multiple, and can be valid for a long time. The agreement, the consulate-general noted, is the only act of international law that presently regulates visa relations, under which Kaliningrad residents can receive Polish visas. The agreement will remain valid until new international agreements go into effect, the consulate-general noted. Over 21,000 Polish visas have been issued to residents of the Kaliningrad region in 2007.
