President Vladimir Putin received a group of top Russian officers here on Friday on the occasion of their appointment to new higher posts or promotion
Thirty-nine officers, representing practically all the power structures of the Russian Federation, i.e. the Defence Ministry, the Federal Security Service, the Interior Ministry, the Ministry for Emergency Situations, the Chief Military Procurator’s Office, the Federal Narcotics Control Service, the Federal Penitentiary Service, and the External Intelligence Service, were invited to the formal ceremony in the St.George Hall of the Kremlin. The heads of all those power structures, as well as Prime Minister Mikhail Fradkov, also came to the Kremlin on the occasion. All the promoted officers personally presented themselves to the president of the Russian Federation. “The state highly appreciates your far from easy and very responsible work, your personal qualities and merits,” Putin said, addressing the officers. “You are discharging your duties honestly and praiseworthily in the effort to guarantee the security of our Fatherland,” he added. The president wished them further successes in their work to serve Russia. The Russian president recalled that there was a discussion with American partners in those very halls several years ago on the U.S. withdrawal from the Anti-Ballistic Missile Treaty (ABM). “I shall not reiterate all the details, but the reaction to all our talks was reflected in the talks of our American partners with their allies,” Putin stated.“ Collin Powel, “one of our few pleasant partners on the American side”, (who was then U.S. Secretary of State) told the Europeans at that time: “What are you arguing about? An Anti-Ballistic System of Defence from what? There is nothing left of their missiles, except rusted iron. This dispute is purely theoretical.” The Head of State stressed that a definite picture of the country’s future, or, to be more exact, lack of any future at all, was created against the background of our armed forces of that time, in conditions of the unending civil war and bloodshed in the Caucasus, and the historically unprecedented embezzlement of the national wealth before the very eyes of millions of people”. “Very much has cardinally changed in recent years, including due to our own efforts,” Putin told the Russian officers. “I very much expect each one of you to discharge your duty to the Homeland, to your people, with flying colours”. Present at the ceremony were First Deputy Defence Minister Alexander Belousov and Commander-in-Chief of the Ground Forces Alexei Maslov, who were promoted to the rank of army generals. Present also were Commander-in-Chief of the Naval Forces Vladimir Masorin, who was promoted to the rank of Fleet Admiral, Deputy Procurator-General of the Russian Federation and Chief Military Procurator Sergei Fridinsky, who was promoted to the rank of Justice Colonel General, the recently appointed Deputy Interior Minister Lieutenant-General Oleg Safonov, Director of the Federal Migration Service Konstantin Romodanovsky, who was promoted to the rank of Police Colonel General, Commander-in-Chief of the Internal Troops of the Interior Ministry Nikolai Rogozhkin, who was promoted to the rank of Army General, Interior Service Lieutenant-General Alexander Chupriyan, who was appointed to the post of Deputy Head of the Ministry for Emergency Situations, Deputy Chief of the Federal Security Service and Head of Staff of the National Anti-Terrorist Committee Vladimir Bulavin, who was promoted the rank of Colonel-General, Head of the FSB Economic Security Service Alexander Bortnikov and Chief of the Counter-Intelligence Service Oleg Syromolotov, who were promoted to the ranks of Army General, and Colonel-General Sergei Ushakov, who was appointed to the post of First Deputy Director of the Guard Service of the Russian Federation.
