The effectiveness of combatting terrorism has appreciably improved recently owing to the activity of the National Antiterrorist Committee (NAC), committee chairman, Federal Security Service Director Nikolai Patrushev said. “We cannot guarantee that we shall avert every terrorist act in the country, but the effectiveness of work to avert these crimes has significantly increased recently,” he told reporters on Tuesday. Over 300 terrorist acts were thwarted in the past year alone, Patrushev said. March 10 marked ten years since the establishment of the NAC and the coming into force of an anti-terrorism law. “An integral state system of the struggle against terrorism has been created. Its major elements at a federal level are the NAC and the Federate Operative Headquarters. Antiterrorism commissions and operative headquarters in Russia’s regions have been given new rights,” Patrushev said. Speaking about NAC’s recent nationwide warning about possible terrorist acts on the transport, Patrushev explained that a “big work was done to avert possible terrorist acts”. “Even though this information has not got confirmation, we have succeeded to avert terrorist acts on which we had our own information”. “I should say that the preventive work has proved of use,” Patrushev said. As for the use of Internet resources by terrorists, Patrushev said that “regrettably, our legislation in this area lags behind demands of this day”. “The use of the Internet resources by terrorists must be stopped. There are representatives of both house of parliament in the NAC. We shall work out at our meetings our stance on counteracting the use of the Internet by terrorists. This stance should not contradict the country’s Constitution and its legislation,” Patrushev said. NAC is going to cooperate with the Russian mass media in combating terrorism. Patrushev cited as a positive experience the latest amnesty to members of armed groups in the North Caucasus, in which 546 militants volunaritlylaid down their arms. “We engaged in this work public organisations of the Southern Federal District, elders, the clergy and the mass media. And there has been the result,” he stressed. Patrushev cited as a key task a possibility for journalists to cover everything happening in this field. However, information of the mass media must not find a way to terrorists and facilitate their designs, he stressed.
