Russian President Vladimir Putin called for taking the stock of aerospace industry resources and form a single database of space exploration results. "Obviously, the situations needs fundamental changes and should begin with a thorough stock taking of the available resources," Putin told a meeting of the State Council presidium on Thursday, noting "a practical absence of a full-fledged market of space services in Russia." "It's necessary not only to create a single database of space exploration results but also set the procedure for their use," he said. "These issues have not been dealt with substantively yet," Putin acknowledged, "there's no clear list of space services nor the practice of informing consumers, nor market studies." "Furthermore, despite serious developments in our global navigation system GLONASS, we still use foreign satellite technologies. Everybody's using GPS," the president said adding that consumers have no choice. "Regrettably, one has to note a practical absence of a full-fledged market of space services. There are separate consumers of space exploration results, such as state-run and municipal bodies, and the private sector,” Putin said. He cited, as an example, a network of Earth remote probing stations. "But this work is far from systemic; it's sporadic," he underlined, "the main reason is a lack of well-conceived state approaches."
