One person died and another eleven were injured as gale-force winds swept across the Tomsk region, the press service of the regional administration told Itar-Tass on Monday. "A 56-year-old woman was killed in the Shegarsky district, and another 11 persons were hurt, most of them were injured by fragments of smashed windows," a regional administration official said. "A 12-year-old girl hit by a large branch was hospitalized with brain concussion," the official added. Tomsk and four rural districts were damaged by the hurricane. The Shegarsky district was worst hit, with damaged or blown off roofs on 178 houses, felled trees and torn transmission lines. In Tomsk, the hurricane caused considerable damage to the city's water intake. "The city, in effect, has been without water since yesterday evening," the regional administration said. At a conference with regional officials on Monday, governor Viktor Kress criticized emergencies services' work, describing their efforts as "putting on a false front." The Tomsk water intake was the largest vital facility hit by power shutdown. "Of the 104 wells, 96 broke down because of the hurricane," emergency officials said earlier. "We've been preparing for floods all the winter, as soon as the snow melted, whole villages became inundated. A wind blew, and left dozens of thousands of people without electricity," the governor said. In the Shegarsky district, where most settlements were cut off from electricity, no rescue services turned up in the morning, not even electricians," Kress said. The official said he had set up a commission to analyze actions in this situation by "specific services and officials from federal to municipal ones." "Conclusions will be drawn after this work," he warned. Meanwhile, rescue terms continue debris clearing operations in streets. More than 90 percent of damaged pylons have been repaired, and power- and water supply are expected to be restored shortly.
