President Vladimir Putin will attend a session of the Council of Lawmakers in the Federation Council (Upper House) today, because the agenda includes a discussion of the delimitation of powers between the centre and the regions and the monetarisation of social services. The Council of Lawmakers was set up in 2002 and, like the State Council that unites regional heads, consists of the heads of regional parliaments. The Council convenes in Moscow several times a year. Its presidium consists of seven regional speakers representing the seven federal districts. It will be the eighth session of the Council and the fourth attended by the president. According to Alexander Torshin, executive secretary of the Council of Lawmakers, today's session is special. "We have come to a stage when laws on the delimitation of property and monetary powers should be applied," he said. Besides, today the Council will also discuss the replacement of social privileges with monetary compensations.
