Chechen President Ramzan Kadyrov severely criticized the situation in the republic's social security sphere. Kadyrov, at a conference with welfare officials in Gudermes on Monday, vowed to toughen anti-corruption fight, the press service of the republic's president and government told Itar-Tass. "We've done tremendous work to help deprived persons, but somebody decided to line their pockets from it. I'll never tolerate it, and will see that they're held responsible. An investigation is now underway; upon its completion, the culprits will be punished in accordance with full severity of the law," he emphasized. He also ordered to set up a special commission to investigate facts of abuse of power by officials, The commission will be led by chief of the department for combating organized rime Apti Alaudinov. The Chechen president expressed particular displeasure over the exposed facts of fraud involving apartments, allocated for displaced persons, and the fraud with cars intended for World War II veterans. "From the first day of my work as chairman of the government and Chechen president, I demanded close attention and care for socially unprotected groups of the population. But practice shows that certain individuals attempt to fill their pockets at the expense of the deprived," Kadyrov stated. It was announced at the conference that head of Grozny's Oktyabrsky district Ruslan Zakharov and head of the Shatoi district administration Dzhamlail Khadashev had been dismissed from their posts for errors and oversights in their work. Other officials were given a week to rectify the situation. Chechen prosecutors said on Monday that more than 3,000 violations of rights and freedoms were exposed in 2006, an almost three-fold increase from the previous year. A total of 1,269 cases were filed at courts over back wages at state-owned and commercial companies. Two criminal cases were opened over non-payment of wages. In 2006, the sum of back wages decreased by more than 70 million roubles. Prosecutors recovered 14 million roubles of back wages in the first four months of this year.
