The dialogue over the Conventional Forces in Europe Treaty must be far wider than just a simple exchange of opinion, Russian Foreign Minister Sergei Lavrov said at the Carnegie Endowment Center in Moscow on Thursday. “We have no intention of burying the CFET,” the Russian foreign minister said. “As soon as it has been ratified, we shall comply with all of our liabilities. The CFET affair should not be interpreted as Russia’s reluctance to discuss arms control themes.” Lavrov believes that attempts to straighten out the situation involving the CFE treaty ran into NATO’s refusal to ratify the adapted version of the treaty. “The excuses for the refusal are legally groundless and the underlying reasons are clear to all. Everything that is required for the ratification of the treaty and the enactment of its adapted version is stated in the adaptation agreement proper.” “Regrettably, the CFET conference convened at Russia’s initiative ended inconclusively,” the Russian Foreign Minister said. “All this is evidence of attempts to reproduce instincts that were so frequent inside military blocs, and to reanimate the previous logic and the previous results.” “The CFE treaty affair is a bright example of the idea that any element of either global or European edifice of security that is not based on the principles of equality and mutual benefit cannot be stable,” the chief Russian diplomat said. “We are reporting the results of the conference to the president. If our partners have no readiness to save that treaty, we shall do precisely what the president said (freeze compliance with all obligations under the CFET – Itar-Tass).
