The Russian and U.S. presidents have called for broader uses of atomic energy in strengthening the non-proliferation regime and initiated a new format of atomic energy cooperation. Vladimir Putin and George Bush approved a joint statement on atomic energy and non-proliferation, which says that broader uses of atomic energy should strengthen the nuclear non-proliferation regime. The presidents voiced support to the Nuclear Non-Proliferation Treaty (NPT) and called for making universal the additional protocol of the International Atomic Energy Agency (IAEA). They called on everyone, who have not signed or ratified the protocol, to do that. The presidents supported the IAEA activity in the provision of guarantees and the promotion of peaceful uses of atomic energy and urged the Agency’s larger potential, including financial resources, because of the broader uses of atomic energy worldwide. Russia and the United States suggested the construction of modern and safe energy and research reactors, national and multilateral programs that would elaborate requirements to nuclear reactors, and easier access to financial resources in the construction of nuclear power plants. The presidents welcomed the bilateral agreement on cooperation in peaceful uses of atomic energy and voiced confidence that the document would lay a solid foundation for the Russian-U.S. interaction in that sphere.
