Russia still cannot agree on the West’s draft resolution on Kosovo, Russia’s UN Ambassador Vitaly Churkin said after consultations on Monday. He pointed out that the co-authors of a new variant of the resolution have not thrown out a formula that would lead to Kosovo’s independence without a negotiating agreement reached by Belgrade and Pristina. Churkin believes this new review not good enough as the conditions for normal, new and comprehensive talks probably involving a new mediator from the UN should be created. During these talks the parties could work out a decision they and the Security Council could agree on.
