Russian President Vladimir Putin has nominated Viktor Zubkov as a candidate for the prime minister’s post
Russian President Vladimir Putin has nominated the chief of the anti-money laundering force, Rosfinmonitoring, Viktor Zubkov, as a candidate for the prime minister’s post, State Duma Speaker Boris Gryzlov said on Wednesday. The lower house will consider the appointment of a new head of government at its full-scale meeting on Friday. “Tomorrow (on Thursday) all factions will have a chance to meet with the candidate for premiership,” Gryzlov said. “Today, in his present capacity of the anti-money laundering service chief, Zubkov in fact is at the controls of state finances,” he said. “His vast experience and his prolonged professional activity in different capacities certainly make him worthy of taking the position of the Russian government’s leader.” On the list of Zubkov’s indisputable merits observers mention the fact that since 2001 he has done a great deal in terms of establishing financial watchdog bodies. In their opinion Russia’s removal from the black list of the Financial Action Task Force is an achievement for which he largely takes the credit. Gryzlov said he would kick-start the procedure of Zubkov’s approval later on Wednesday. “I shall sign a message to this effect to ensure all State Duma members be familiarized with this. Tomorrow, at a meeting of the State Duma Council we shall see when the State Duma is to decide whether to give its consent (to the approval),” Gryzlov said. “My proposal is we should consider this issue on Friday, at a full-scale meeting. Tomorrow, on Thursday, all factions will have a chance to meet with the candidate for the prime minister’s job.” Zubkov was nominated as a candidate for premiership one hour after the news arrived Mikhail Fradkov and his Cabinet had tendered resignation. The prime minister asked for the Cabinet’s dismissal personally at a meeting with the head of state in the Kremlin on Wednesday afternoon. The prime minister explained this decision of his was due to “the forthcoming major political events in the country and the wish to give the president the full freedom of decision, including personnel appointments.” After that most Russian politicians and political scientists started speculating one of the current two first deputy prime ministers might be nominated for the job. President Putin decided otherwise. Zubkov, Viktor Alekseyevich, was born on September 15, 1941 in the village of Arbat, the Sverdlovsk Region. In 1965 Zubkov graduated from the economics department of the Leningrad Agricultural Institute. The holder of a Candidate of Sciences degree (Economics). In 2001 – first deputy Finance Minister of the Russian Federation. 2001-2004 – chief of a committee at the Russian anti-money laundering service Rosfinmonitoring. Since March 16, 2004 – chief of the anti-money laundering service Rosfinmonitoring. Tax Service State Councilor First Class. Holder of the Order of the Red Banner of Labor, Badge of Merit and Order of Merit for Services to the Nation, third and fourth class. Honored economist of the Russian Federation. Married, with a daughter.
