A run-off was held in a Vladivostok mayoral election
Preliminary returns indicate that the winner is Vladimir Nikolayev, a deputy of the territorial legislature, and head of the fishing company, the Pacific Department of Commercial Fish Detection and Research Fleet. He took gained about 53% of the vote; 37% of the electorate voted for "none of the above". The conditions under which the run-off took place are described in today's Kommersant newspaper. Electioneering did not cease for a moment, the paper notes. Primorye Governor Sergei Darkin urged city-dwellers "to go to the polls and elect a mayor". The territorial administration all but openly supported candidate Nikolayev. Tatiana Shklyarova, chair of the city election commission, summed up the results. She claimed, "There were no irregularities that may be invoked to void the election results." Nikolayev's rival - Nikolai Markovtsev - remarked in his turn: "Each people deserves its ruler".
