Russian President Vladimir Putin has signed the law on changes to the federal law on state benefits for citizens who have children, the Kremlin press service said. It was passed by the State Duma on October 5 and approved by the Federation Council on October 17. Under the new law, two new state benefits will be paid from January 1, 2008 -- a one-time 14,000-rouble allowance for a drafted serviceman's pregnant wife (after 180 days of the pregnancy) and 6,000 roubles a month for a drafted serviceman's child (until the age of three). It will be paid only during a father's military service period. Regional authorities will pay the allowances from funds to be allocated from the federal budget, The law is adopted in connection with the abolition of a number of draft deferments from January 1, 2008.
