The Moscow City Court has upheld the arrest of Lieutenant-General Alexander Bulbov, the chief of a department at the federal drugs control service FSKN. Bulbov is accused of illegal tapping of telephones. Thereby the court rejected a request from the Prosecutor-General’s Office for overturning the earlier ruling of Moscow’s Basmanny Court. The court also turned down a request filed by the defense lawyers for releasing Bulbov from custody in exchange for written promise not to leave town. The court met behind closed doors, because some materials of the case constitute a state secret. Meanwhile, Bulbov’s lawyer, Sergei Antonov has told the media the main reason why both the lawyers and the Prosecutor-General’s Office asked for his client's release was the arrest had been ordered on the basis of one reference memo from the federal security service FSB. “The defense is disappointed by the court’s ruling. It has created a precedent of remanding a person in custody on the basis of just one reference note. The prosecution and the lawyers are unanimous that this is not a reason enough for keeping my client under arrest,” Antonov said, adding that the lawyers had pointed to a number of other violations of the Code of Criminal Procedure, committed at the moment of the FSKN officer’s detention. Antonov said the defense hoped for a positive solution of the case in the European human rights court.
