Prime Minister Viktor Zubkov reported to President Vladimir Putin about the preparation of Russian regions to the winter season. “On the whole, the situation is stable, even not bad,” the Russian premier believes. Zubkov noted that he had a telecom conference with 12 regions. In particular, Komi, Republic of Mari-El and Mordovia have prepared quite well. Meanwhile, several regions, for instance, the Primorsky Territory and the Leningrad region are lagging behind. “There are some questions to the federal center,” Zubkov said, adding that he means the spending of the utility support fund. “Minister Kozak is taking measures,” the premier said. “After November 15 when all boiler houses and thermal power stations receive winter readiness certificates I will hold a government meeting to examine the winter preparation one more time,” the prime minister emphasized. In reply to some exact questions put by the president the premier noted that the energy industry is ready for the winter period on the whole. Putin noted that he discussed the issue with the RAO UES of Russia CEO on Tuesday, who reported that the Russian major energy holding had already prepared for the winter season.
