The Chechen government and the Federal Agency for Construction and Housing and Communal Services is to draw up and approve the list of housing destroyed in Chechnya before November 1
This is said in the Russian government's resolution entitled "On additional measures to make compensation payments for lost housing and property to those citizens permanently residing in the Chechen Republic who suffered as a result of the crisis settlement on its territory," signed by Prime Minister Mikhail Fradkov. In line with the resolution, the Federal Agency for Construction and Housing and Communal Services, in coordination with the Chechen government, the Russian Interior Ministry and the FSB must form a technical group in two weeks' time to draw up the list of housing destroyed in Chechnya which can't be restored. Compensation payments for lost housing and property to Chechen citizens are made step by step as the list is being approved. Accounts of citizens entitled to receive compensation payments, whose housing is included on the list, are opened by the executive body authorized by the Chechen government. Last Friday, the first session of the interdepartmental commission on restoration of the social sphere and economy of the Chechen Republic headed by German Gref was held. The correction of the project of events on the federal targeted program to restore Chechnya's economy and social sphere in 2004-2005 was completed at this session. The program envisages restoration of facilities relating to industry, the social sphere, housing and communal services, as well as completion of events to restore power bloc facilities (Interior Ministry, FSB and other security agencies' administrative buildings). The program numbers some 270 events, 80% out of which are to be completed in 2005. In comparison with the current program, the volume of financing will considerably increase. In 2003, it totaled 3.5 billion rubles ($1 equals about 29 rubles). In 2004, it is proposed that financing be increased by 1.4 billion rubles. The volume of the program's financing for 2005 totals 5.8 billion rubles. The session also touched upon the course of compensation payments for lost housing and property of citizens who suffered as a result of the crisis on the territory of the Chechen Republic and a plan of the commission's work for 2004. The commission considered measures to toughen control over compensation payments for lost housing and property to Chechen citizens.
