A hunt for drivers without policies has begun
According to Moscow Traffic Inspection, already more than 200 thousand Muscovites and Moscow visitors have been fined for not having car liability policies. Despite repeated promises of militia officials not to make “mass raids” for slow-thinking car owners, policy checks started right after the New Year chimes, Izvestia reports. On New Year night alone more than ten thousand drivers were checked, although most of them were only warned. But on Jan., 2 the real hunt for “policy-less” drivers began. No more warnings, road inspectors lavishly issued penalty receipts for up to 800 rubles. As usually, most car-owners tried to solve their problems right on the spot and successfully – average bribe rate in Moscow made 200-300 rubles. On the first days of the new year the Moscow Traffic Inspection helpline was overloaded by calls of angry drivers, expressing their feeling towards inspectors going too far. But GIBDD (State Inspection of Traffic Safety) officials do not see any problem, as inspectors act according to the new law. ‘We are aware that some inspectors take bribes, and we will investigate such cases and part with such employees with no regret” – GIBDD representative said. For today more than 10 million Russian car owners still do not have car liability policies, according to information from insurance companies. About 33 million vehicles must be insured in Russia in general.
