Three billion rubles will be additionally earmarked in the draft budget-2005 for education
Three billion rubles ($1 equals 29.24 rubles according to the RF Central Bank exchange rate) will be additionally earmarked in the draft budget-2005 for education, declared Russian prime minister Mikhail Fradkov, speaking on Monday at the enlarged session of the Learned Council of the Bauman state technical university in Moscow. Of this 1.2 billion rubles will be allocated for major repairs of higher educational establishments and hostels, 1.3 billion will go for the library stock and new equipment and 400 million rubles -- for purchasing sports equipment, he said. The government confirms its priority course of developing the social sphere and the educational system, Fradkov pointed out. Besides this, the Russian government will allocate additionally 2.6 billion rubles since September 1 (the day when the academic year begins in Russia) for the state support of students of day departments of the federal higher schools, the prime minister reported. Fradkov also declared about the plans to create a system of monitoring and forecasting the need for scientific cadres in accordance with the requirements of the labor market. The ministry of economic development and trade together with the ministry of science and education were instructed to submit proposals on the formation of the system of monitoring and forecasting the need for scientific cadres in accordance with the requirements of the labor market, the prime minister said. Possibly, some time ago we hoped that the labor market will itself cope with the task. As a result we received a great number of non-required lawyers and economists, Fradkov stressed. The Russian education should strive to prepare specialists in the sphere of high technologies, the prime minister added. Even the most efficient exploitation of natural resources will not be so useful for Russia as high technologies, the premier stressed. The transfer to the high-tech economy adds new tasks to higher education, Fradkov said. In particular, he pointed out that Russia lacks managers in this sphere. At the same time, we have possibilities to develop technology pools, venture-type technologies but we lack managers in the high-tech sphere. So, preparing such specialists is our task, Fradkov added. The Russian education continues to be highly valued, which allows the country to be one of the leading states in the world, the prime minister stressed. The press service of the Russian government reported on Monday that the government instituted prizes in science, technology and education to the sum of one million rubles each. Mikhail Fradkov signed the corresponding resolutions. Beginning in 2005 40 annual prizes in science and technology, including 10 prizes for works in the sphere of defense and security will be awarded. In addition, beginning in 2006 20 annual prizes in the field of education will be awarded. The decision to award prizes will be made by the government on the basis of proposals of sectoral inter-departmental councils.
