We need KGB back into action.
Colonel General Leonid Ivashov, vice-president of the Academy of Geopolitical Problems, has told Rossiiskaya Gazeta about the measures he thinks should be taken to counter terrorism in the North Caucasus. The first step to reduce the danger emanating from the North Caucasus must be to improve living standards, i.e. eradicate poverty and unemployment, which form the social base for terrorist organisations. Nearly half of Chechnya's adult population are out of work. Second, the authorities should secure the assistance of a large network of locals in the North Caucasus. The Interior Ministry must have a network of informants who could help to identify the perpetrators of terrorist attacks. The Federal Security Service's objective is to infiltrate the hierarchies of terrorist groups and organisations and expose the masterminds. However, purging local police ranks is more important and is something that has to be done today. Militants have their own agents in law enforcement bodies, and locals who have any information about acts of terrorism being prepared are simply afraid of telling the police. There are many traitors within the local police. Law enforcers cannot rely on ordinary people's assistance until their ranks have been "cleansed of this filth." It would be pointless to reinforce the military presence in the region. However, the FSB's counter intelligence service should step up its activities against foreign organisations and their influence in the region.
