Russia must improve the system of getting information from the public to prevent terrorist attacks, Viktor Kim, a veteran member of the Vympel special task group of the KGB, told RIA. "The actions and effectiveness of security services are largely based on information they get from the people," he said. The state must give its citizens a chance to help law enforcers to prevent and investigate terrorist attacks. "This will save many lives," said the expert. According to Kim, this calls for constant painstaking work with the people. "They must know where to phone, what to say and what details to notice." We should also take into account the positive Soviet experience of working with the people. "Unless the Russian security services maintain constant contact with the people, we will suffer more tragedies," said Kim. Besides, the network of agents should be strengthened and developed. "After the recent tragedies, the people are ready to help the security services to prevent terrorist attacks, but the initiative must come from the state," said the Vympel veteran. Russia has good anti-terrorist laws but "the main thing for decisions to be fulfilled to the dot... Regrettably, facts show that we are losing in the implementation of these decisions. If we say that a war has been launched against us, we must act by the laws of war."
