Economic Development and Trade Ministry will submit a new program of social-economic development for 2005-2008 to the Russian government.
This was reported on Wednesday by Deputy Economic Development and Trade Minister Andrei Sharonov who spoke at the all-Russian congress entitled "Enterprises having the most weight in Russia's economy." "The Economic Development and Trade Ministry is preparing a new program of social-economic development for 2005-2008 and intends to submit it to the government before October 30," said Mr. Sharonov. In his words, the ministry has already discussed the structure of the new program and sent it to interested departments. "We are waiting for their point of view on September 20," said Mr. Sharonov. Characterizing the structure of the new program, the deputy minister said it will comprise four main sections: establishment of institutions contributing to the increase in economic growth rates; increasing the quality of the population's life; ensuring the foreign economic integration of Russia; and creation of conditions for stable territorial development. In Mr. Sharonov's words, preparation of the program was accompanied by a discussion on what should underlie the economic growth. "The first point of view came to an investment approach. It supposed participation of the state as an investor in large-scale projects. The second approach was that the state should create market economy institutions," said Mr. Sharonov. "The Economic Development and Trade Ministry sticks to the second approach. Until we establish the necessary institutions, investments won't be efficient," said the deputy minister. He said the talk is about creating an efficient banking system, corporate procedures and reduction of the non-market sector.
