Putin is fighting corruption
Russian President Vladimir Putin has outlined the targets for the work of the President's Council for Fighting Corruption. Speaking at the first meeting of the council in the Kremlin, Putin declared that identification of causes and conditions for the spreading of corruption was the main task of this body. Additionally, according to Putin, it is necessary to work out a systematic anti-corruption policy, which should be reflected in both current law and the organization of law enforcement. The President also remarked on the importance of the restructuring of the federal and municipal government staff, as well as strict definition of rights and responsibilities of officials. Putin voiced the opinion that "one should not be ashamed of raising the wages and well-being of officials." At the same time the President pointed out that the work of officials should be absolutely transparent. Any official should be put in a firm procedural framework, and results of his work should be open to the public, the head of state emphasized. Putin suggested that Prime Minister Mikhail Kasyanov should be the head of the Council for Fighting Corruption during the first six months of 2004, the Rossiya (Russia) television channel reported.
