The State Duma has decided to limit beer drinking in public places
Busy with regulating the beer market, the State Duma has decided to limit beer drinking in public places and drafted a law "On Limiting the Retail Sale and Sites of Consumption of Beer and Beer Drinks." As proceeds from its name, the draft prohibits "the consumption of beer in the streets, stadiums, alleys and parks, in public transport, as well as other public places", Vedomosti says. Beer consumption is expected to grow by 7-8% this year to 51 liters per capita. According to the KOMKON market research company, 15% of urban dwellers aged above 16 drink beer in public places. Analysts and market players differ on the effect of the adoption of the law on the beer industry. The ban will at least halve beer consumption in the streets and, taking into account KOMKON statistics, reduce beer sales by 7.5% and cost the industry about $470 million in losses a year, says Alfa Bank analyst Alexander Svinov. But some analysts do not believe that the law can be enforced. "The ineffectiveness of this law is apparent and, even if it comes into force, the industry will lose no more than 1.5%," says UralSib analyst Marat Ibragimov.
