Governor of the Ulyanovsk region Vladimir Shamanov has signed a request on pardoning Yury Budanov
The relevant documents have been submitted to the Russian President'staff for consideration. This was disclosed to RIA Novosti here today by Anatoly Zherebstov, chairman of the Ulyanovsk regional pardons commission. Shamanov had commanded the 58th Russian army in the North Caucasus, with Budanov serving under his command. The regional pardons commission approved Budanov's September 15 request during its visiting session at the No. 3 Dimitrovgrad prison camp where the former colonel is serving a ten-year term for killing a Chechen girl. Prison-camp officers gave a good account of Yury Budanov. Commission members asked Budanov what he would do after his release, a session participant told RIA Novosti. I have already arranged to work for a Moscow bank's security service, he answered. According to Budanov, the bank will also provide him with an apartment in the Russian capital. My wife is already renovating that apartment, he added. The commission deemed it possible to release Budanov and to reinstate his state awards, military awards, as well as civil-service rights. This was Budanov's second pardon request to be examined by the commission. On May 19 the regional pardons commission discussed his request, with Budanov recalling that document during its session. His decision was motivated by citizenship problems because Budanov was recruited into the Soviet Armed Forces from Ukraine in 1982. At that time, Ukraine was a constituent republic of the USSR. Addressing the commission's latest session, Yuri Budanov explained that the citizenship issue had been raised on May 19. On May 21 Budanov received a Russian passport. On July 25, 2003 the North Caucasian district military court pronounced Yury Budanov, former commander of the 160th tank regiment, guilty of killing Chechen girl Elza Kungayeva in the summer of 2000, sentencing him to ten years in a maximum-security prison. The court also stripped Budanov of his colonel rank and a state award, i.e. the Order of Courage.
