Vice-speaker of the State Duma Vladimir Katrenko believes that the migration processes in Russia should be regulated by the state. This opinion he expressed on Tuesday while replying to journalists' questions. In the words of the vice-speaker, certain limitations should be introduced, the registration regime streamlined, and the system of issuing passports normalized, including passports for foreign travel. Apart from that, the number of companies engaged in issuing passports for foreign travel must be reduced. Katrenko recalled the initiative put forward by deputies of the United Russia faction on introduction of passport and visa documents of a new generation, which will include byometric data. The vice-speaker noted that in the majority of states such regime works in a routine way. Today we have a proposal on migration issues and the bill tentatively named "on the right of citizens to free movement, choice of place of residence and the rules of registration" which is being examined in the Duma's committee for investment legislation and state development, he added. Katrenko said that a plenary session on Wednesday will consider the mechanism of the implementation of this proposal and did not rule out that that the text of the bill will be submitted for consideration of the State Duma within a month. On the one hand, the migration process should be regulated by the legislation, on the other a system of social measures is needed, the vice-speaker continued. We need a system, which will help to provide people with jobs and opportunities to have a worthy life in their native region, Katrenko opines. "The migration issue is a very delicate one, whose solution requires reasonable balance, consistent and thoughtful approach. Moreover, all steps in this sphere should be strictly within the framework of the Constitution," the vice-speaker stressed. "We should make it so that thatmigration should become a factor of socio-economic growth of the country rather than a threat to its national security
