The State Duma supports the President-proposed changes in the existing system of electing the heads of the subjects of the Federation
Vladimir Putin on Tuesday submitted to the Lower House of Russian Parliament a draft law on the procedure of forming executive bodies of power in the subjects of the Russian Federation. The document provides that the heads of the regions will be elected by regional Legislative Assemblies at the presentation by the President of Russia. The new system of gubernatorial elections "will make it possible to introduce proper order in the executive branch of power," State Duma First Vice Speaker Lyubov Sliska believes. She underscored that this system "will not allow to make this post hereditable for oneself, as this has been done many times of late." The Legislative Assembly will elect the governor, weighing up his business qualities and his abilities, noted Lyubov Sliska. In the opinion of another Vice Speaker, Vyacheslav Volodin, who represents in the parliament, as also Lyubov Sliska does, the pro-presidential United Russia party, the reform of the election system, about which the Present was speaking, will make it possible to raise the responsibility of the authority before society and the state. Vyacheslav Volodin pointed out that of late the heads of the regions have had unlimited power. But their duties were nowhere mentioned. "There was not a single precedent when a governor was recalled before the expiration of his term," the Vice Speaker said. Under the new system of electing the heads of the subjects of the Russian Federation the governors' responsibility will rise, because they will be responsible before the President and the region's Legislative Assembly, and the people "will receive guarantees of their rights and freedoms," Vyacheslav Volodin believes. Vice Speaker from the Liberal Democrats Vladimir Zhirinovsky does not regard the President's proposal to reform the election system as infringement upon democracy. "In many countries the presidential power is well propped, while in our country, beginning with 1989, it is not properly supported, and now it is necessary to make the power a real power," he said. According to him, under the new election system, minimum time and money will have to be spent in electing the heads of the subjects of the Federation. "For example, on Monday the President proposes a candidature of the governor to the Legislative Assembly of the given region, and on Friday it is already approved by local parliament," Vladimir Zhirinovsky supposed. The leader of the Rodina faction, Dmitry Rogozin, believes that "these are positive measures which will make it possible to do away with blackmailing the Russian bodies of power and the Constitution." He underscored that the proposed measures will it possible to create "a transparent system of executive power."
