The Russian government is to submit the Kyoto protocol to the State Duma for ratification
The cabinet of ministers is to consider this issue on Thursday, a source in the government told RIA Novosti. "A positive decision will be made. The Kyoto protocol is approved and instructions on the conditions of its implementation have been given," RIA Novosti's interlocutor said. Being asked if Russian President's economic advisor Andrei Illarionov who opposes the ratification would be invited to the cabinet meeting, the source said, "The President's advisor needs no special invitations". "The President's advisor has a right to visit cabinet meetings and express his position," he added. It was reported earlier that the government would consider the federal draft law On the ratification of the Kyoto protocol to the United Nations framework convention on climate change on Thursday. Deputy Foreign Minister Yuri Fedotov and head of the federal meteorology and environment monitoring service Alexander Bedritsky will deliver reports on this issue, the governmental press service said.
