According to the Moscow interior department, the reason foe the delay is that the parameters of information to be included in Russian foreign and internal passports have not been defined yet, writes Gazeta. The replacement of foreign passports alone will cost at least $1 billion. Meanwhile, companies developing identification documents with biometrics have different assessments of the cost of new passports. Experts believe that a person will have to pay $5-$10 for the chip, but if the more expensive chips with iris patterns are used, the cost will amount to $50. The newspaper reported that numerous companies were willing to receive the profitable state contract. The market for passports with biometrics is estimated at some $1 billion (provided they are given to the 8 million Russians that already have foreign passports). It is possible that biometrics may also be included in internal passports (recently Alexander Veshnyakov, chairman of the Central Election Commission, proposed including voter codes in the internal passport). In this case, the passport market will amount to at least $15.6 billion (according to the latest census, there are 125,167,000 people over 14 in Russia).
