On Friday, the State Duma (the lower house of parliament) approved the second and third readings of amendments to the Code of Administrative Law Violations which increase the penalty for migration violations
The amendments stipulate greater administrative responsibility for the violation of migration laws as well as make foreigners and people without citizenship administratively liable for the illegally being in Russia. Under the amendments, illegal presences in Russia is established as "the entry of foreigners or persons without citizenship to the territory of the country, who violate the established rules or do not have the necessary documents which confirm their right to stay in the country." According to the Federal Migration Service's statistics, more than 5 million foreigners and persons without citizenship were registered in Russia by the interior Ministry bodies in 2003, which is 32% more than in 2002. As a result of the checks conducted in the places where this category of people live, more than 1 million foreigners and persons with citizenship as well as 107,000 Russian citizens and officials were held administratively responsible. In 2003, criminal proceedings were instituted against 1.5 million foreign citizens in Russia. In addition, last year 45,000 people were deported from the Russian Federation (22,000 in 2002) and 24,000 people have been deported in the first quarter of 2004. The Federal Migration Service reported that since 1992, more than 1.6 million people came to Russia from the CIS and Baltic countries and received the status of refugees or forced immigrants. Now, just over 300,000 people have this status.
