The Federation Council (Russia's upper parliamentary chamber) should be formed on results of the general elections, speaker Sergei Mironov has told journalists. "The general elections of its members could be the optimal version", he said. The general elections are not to be simultaneous and nation-wide. The Federation Council could be formed with the passage of regional elections, Mironov noted. He believes that the new procedure of electing heads of the federation entities will promote changes to be made in shaping the Federation Council. He stressed that the electoral procedure will not necessitate constitutional changes. He recalled that the constitution seals the makeup of the Federation Council including two representatives of a federation entity: one from the legislative and the other from the executive branch of power. Now, governors actually appoint their executive-power representatives, Mironov emphasised. In his opinion, the executive branch could nominate candidates while the public should elect its own representative. As regards the election of deputies to the State Duma, Mironov has proposed to preserve elements of the majority system in turning to the proportional principle of Duma formation. In his opinion, ten percent of the Duma deputies (45) should be elected according to the majority and 90 percent to the proportional system.
