Russian Prime Minister Mikhail Fradkov will make an official visit to the Kazakh capital, Astana, on October 7-8 to discuss fuel and energy projects, space co-operation, and also integration processes within the CIS. According to a government source, the premier will arrive in Astana this afternoon, and will meet Kazakh President Nursultan Nazarbayev and Prime Minister Danial Akhmetov on October 8. According to the source, the sides will in particular discuss the transit contract on Turkmen gas transportation to Russia via Kazakh territory, and also the project to transit Kazakh oil across Russian territory. The source also specified that the Russian side should make sure that the pipeline grid is sufficiently filled, and verify the Kazakh side's guarantees on the pumping volumes of fuel resources. "It is not ruled out that Astana will consider the formation of the Eurasian gas alliance that will enable the CIS countries to coordinate their policy in this area," the source told RIA Novosti. According to it, during his visit, Mikhail Fradkov will consider the strategy of the joint venture, KazRosgaz, in transporting resources. "Possibly, the Russian and Kazakh sides will consider development of the oil deposit Kurmangazy in the Caspian and the Karachaganagsky gas deposit. The two countries' experts have agreed not to build a plant to process Karachaganagsky gas in Kazakhstan but to modernise the Orenbourg plant in Russia," said the source. The Russian prime minister will also discuss further use of the Baikonur cosmodrome with the Kazakh authorities. A series of addenda are to be introduced in the agreement on the rights and freedoms of citizens living in Baikonur. Moreover, the sides intend to work out a joint project to create the rocket-and-space complex Baitere that would make it possible to carry out joint launches of space objects, including satellite communication. "Thereare still some problems between Russia and Kazakhstan that need to be resolved. These issues, disputable border areas, will be considered on October 8," the source said. "The matter concerns two large areas: one of them contains the Imashevskoye gas condensate deposit, and the other - a water supply source. The issues will be most likely solved through an agreement on their common use," the source added. The sides will also consider the formation of an investment bank on the basis of the CIS Mezhprombank to encourage investment and integration within the CIS. According to the source, the Russia-Kazakhstan trade turnover accounted for $5.2 billion last year, and increased 47% in the past nine months of 2004
