Russian educational institutions will be transformed into joint-stock companies
Neither universities nor other educational institutions will be transformed into joint-stock companies, Rector of Moscow State University Viktor Sadovnichy said at a Monday press conference in Moscow. "They may have to meet certain criteria, however they will remain in state ownership," the rector said. The question is about privatizing affiliates of these institutions in the spheres of education and science, he specified. "It is not obligatory that these institutions should be privatized. It is just a matter of certain legal forms efficient in administering these organizations," the rector of Moscow State University said. Russian Minister of Education and Science Andrei Fursenko specified that different forms of converting scientific institutions into joint-stock companies were under discussion at the time. According to him, it is possible to maintain a 100% stake in state ownership, at the same time enabling the institutions to do business. "Depending on their strategic significance, each institution will be considered separately from others," Mr. Fursenko remarked. At the same time the minister admitted that the state might preserve the control stake or blocking ownership of a number of institutions. Without mentioning exact sums, the minister stressed that "converting scientific institutions into joint-stock companies at the price of their walls is impossible."
