The Moscow State Duma introduced to the Russian parliament amendments to the Russian Criminal Code, which envisage imprisonment for assisting illegal migrants. Moscow deputies propose 2-year sentence for those, who host an illegal migrant, give him a car, render any help or hire on a job and as a result the cost of damage exceeds 50,000 rubles ($1 approximately 29.12 rubles). The amendments also envisage fines varying from 100,000 to 200,000 rubles, Vedomsti informs. "The damage can be caused to citizens, organizations or the government. For instance, an illegal migrant can flood neighbors living one floor below him or dozens of illegal migrants can live in one apartment, use housing utilities and have no registration there," a source in the Moscow State Duma explained. Officials didn't support Moscow deputies. "Criminal punishment for private persons, stipulated in the amendments concerning the assistance of illegal migrants, cuts it too fat. This way we can sentence half of the country," Deputy Head of the Russian migration service Mikhail Tyurkin said. Head of the Russian State Duma Committee of State Constructions Vladimir Pligin said that the problem of illegal migration cannot be solved only by means of criminal punishments. Lawyers believe that the proposed by the Moscow Duma laws cannot be realized in practice - according to the law, citizens are not obliged to check documents of a leaser on the issue of migration legislature. Head of the Expert economic group Yevsei Gurvich advises to start fight with illegal migrants with "the determination of workers we need and simplification of entrance to the country for them." According to the estimations of the Federal migration service, five million illegal migrants live in Russia with one million out of them living in Moscow. Moscow Head department of interior affairs states that some 800,000 foreigners officially work in the capital.
