The State Duma ratified the Kyoto protocol
The State Duma ratified the Kyoto protocol to the UN Framework Convention on Climate Change. With the necessary 226 votes, 334 deputies voted for, 73 against the ratification, with two abstentions. The positive decision on Russia's participation in the realization of the Kyoto protocol must contribute to strengthening the international authority of our country, believes State Duma Vice Speaker Vladimir Pekhtin. He noted that the Kyoto protocol's significance is that it is actually the first attempt of the world community to make a joint practical step to reduce man's harmful influence on the environment. "As a professional power engineer, I believe that Russia's joining the Kyoto protocol must contribute to the structural reorganization and modernization, first of all of the Russian power industry, which emits the most part of greenhouse gases. Russia's participation in the realization of the Kyoto protocol will make it possible to spread domestic technologies in developing countries, some of who already have close ties with Russia in the field of power industry," he said. Mr. Pekhtin recalled that the document becomes valid after being ratified by the countries whose emissions total no less than 55% out of the world's total. 124 states signed it. Their total emission is 44.2%. The necessary amount, 17%, is ensured if Russia ratifies the protocol. According to the vice speaker, Russia's role as a largest absorber of greenhouse gases is big. Our country is a global environmental donor, that's why Russia's individual contribution to maintaining the globe's environmental balance deserves a proper international recognition and demands relevant compensation mechanisms, which must be reflected in the development of Kyoto protocol realization mechanisms, believes Mr. Pekhtin.
