Russian President Vladimir Putin has settled the scientists' fears concerning the future of the Russian Academy of Sciences. "No one is going to ruin the academy," the head of state said at the session of the presidential council for science, technologies and education. According to him, the Academy was formed in other conditions, economic and political realia. "Our task is to preserve the Academy and prevent it from disappearing in the turmoil that has caught all of us," the President noted. In his opinion, it is necessary to preserve the most valuable elements of the Academy of Sciences but this system should be adjusted to modern and future conditions. Vladimir Putin called on the scientific community to help elaborate the state policy in the education and science sphere. The Education and Science Ministry working on this problem has to solve vital property problems in education and science spheres," he said. "I ask you to help the ministry, above all, to analyze consequences of the proposed measures and to make an objective forecast of the influence of these new decisions and documents on Russia's economic growth," the President continued. In his words, the state-run scientific sector will be reformed. "We are planning effective restructuring of the state-run scientific sector based on the principles of the state's participation in scientific organizations only in the interests of public tasks, above all, to provide the development of key scientific trends," Vladimir Putin emphasized. Neither programs nor orders on the reform of intellectual capital branches are fulfilled so far, he noted. "These issues were often discussed, in particular, at sessions of the Russian State Council and Security Council. We set up tasks on the reforms of branches connected to the production of intellectual capital and adopted relevant programs. However, there are not fully implemented,"the President said. Moreover, in his words, the ways of adaptation and preservation of Russian advantages in the Bologna process should be finally elaborated. Among them are scientific and academic degrees and titles. Formerly, Russian Education and Science Minister Andrei Fursenko told RIA Novosti that scientific reforms were underway. According to him, the work of the ministry and Russian Academy of Sciences on the coordinated version of the draft concept of Russia's participation in property management of state-run scientific organizations has been completed. In particular, the concept stipulates that the Russian Academy of Sciences is responsible for the coordination of all fundamental research in Russia. "We believe that it needs legislative consolidation," he added. The budgetary provision of scientific workers was discussed, as well, Mr. Fursenko said. "In this aspect we are falling behind all countries with scientific potential," he noted
