Council of Europe Secretary General Terry Davis will pay a visit
Council of Europe Secretary General Terry Davis will pay a visit to Russia on July 1, a source in the organization said on Friday.

The official will discuss with the Russian leadership the abolition of death penalty in Russia and the ratification of protocol 14 on the reform of the European Court of Human Rights in Strasbourg.

On July 2, Davis will arrive in St. Petersburg to attend a conference of prosecutor generals from the 47 Council of Europe member states.

In December, Russia's lower house of parliament, the State Duma, rejected the protocol, saying some provisions were incompatible with the Russian legislation, a move that froze the reforms.

Although Russia imposed a moratorium on the death penalty shortly after it joined the Council of Europe in 1996, it did not formally abolish capital punishment within three years, as membership of the organization requires.

The European Court of Human Rights in Strasbourg has been the subject of an increasing number of complaints of inefficiency. The protocol enables the court to reject a lawsuit if damage claims are judged to be insignificant. It also extends judges' terms of office from six to nine years.
