Ukrainian President Leonid Kuchma said that there would be no military variant of developments under any circumstances during the elections of the new head of the Ukrainian state. RIA Novosti was told in the press service of Ukrainian parliament's plenipotentiary Nina Karpacheva that Mr. Kuchma said this on Thursday during a meeting with Ms. Karpacheva. "I guarantee that there will not be a military variant of presidential elections in Ukraine under any circumstances," the press service cited President Kuchma's words. "As a guarantor of observance of human rights and freedoms, I will do everything that depends on me to prevent any undemocratic development of events." During the discussion of the country's preparation for the second round of elections, Ms. Karpacheva noted that one of the main problems of the first round - errors in voters' lists - wouldn't be removed until a single state register of voters was created. Ukrainian Central Election Commission Chairman Sergei Kivalov earlier voiced the intention to create a register of voters in 2005. The second round of Ukrainian presidential elections is scheduled for November 21. According to the first round's results, Viktor Yushchenko is leading. 39.87% of voters supported him. Viktor Yanukovich is in second place. He gained 39.32% of votes
