The Russian Defense Ministry has accomplished all its tasks in Chechnya, Sergei Ivanov, Defense Minister, said at a press conference in Rostov-on-Don, European Russia's south. Many functions have shifted to the Interior Ministry, its Interior troops, and the Federal Security Service. These are normal and welcome developments, which show dynamic improvement of the situation. There is no chance to settle Chechen problems by force alone. Social-oriented civilian efforts must go hand in hand with it, pointed out the minister. True, the army has met its basic goals in Chechnya-but that does not mean the entire federal contingent will be pulled out. The 42nd Motorized Infantry Division will remain on permanent stationing. It will be entirely manned by contract soldiers before the year's end. The 46th Interior Brigade, also stationed in Chechnya, will shift to contract arrangements next year as all Defense Ministry units but the 42nd Division will leave the republic. Mr. Ivanov called to enhance anti-terror troop training, and pay closer attention to related teamwork with other military and law enforcement forces. "We shall be no success till we learn to be real serious and efficient about the anti-terror cause," he emphatically remarked. Anti-terror team efforts urgently need smooth patterns. Meanwhile, the legal basis of such efforts has ample room for progress. The minister ordered the North Caucasian Military District command to go on enhancing anti-terror activities, and elaborate effective methods of permanent alert units drill for such work
