According to the spokesman of the HQ, a bomb had been planted by the road near the Mesker-Yurt settlement. "The explosive had been made on the basis of the MON-200 mine, equipped with a timer and placed under an abandoned Lada car," said the source. The spokesman added that the timer had been set for the time when a local passenger bus was to be passing the place. The explosive was detonated on the spot. The spokesman also said that the federal task force had eliminated a terrorist base in the Shatoi district of Chechnya. "The base was designed for a long-term stay of up to 15 militants. It consisted of three fitted out tents and two dugouts with 10 mortar shells, a rifle, an electric generator, camouflage gowns, and several sets of camouflaged and civil clothes. There were also about 400 kg of various food products. The base has been blown up," the spokesman said. A militant from the Doku Umarov gang has been detained in Chechnya. He participated in the attack on the Shalazhi settlement in the Urus-Martan district, the regional HQ told RIA Novosti. "The federals detained the militant in the Valerik settlement of the Achkhoi-Martan district. His name is kept secret but he is said to be a local resident and a leader of a gang subordinate to Doku Umarov," said the source. It has been established that the militant participated in the attack on the Shalazhi settlement in August 2002. Several dozens of local residents and law-enforcers were then wounded, the spokesman said. According to him, the detained militant has agreed to co-operate with law-enforcers and showed them an arms cache in the Oktyabrsky settlement of the Grozny district.
