Russia has proposed that a new European security agreement reflect basic principles concerning arms control and a common security space, Prime Minister Putin said on Monday.

The proposal of a new European agreement treaty was put forward by Russian President Dmitry Medvedev in June. The initiative has been endorsed by a number of European countries.

"This legally binding document should provide credible guarantees of equal security for all," Putin told an international conference on human rights law.

He added that the new document should also reflect basic arms control principles, including the "principle of reasonable sufficiency and mechanisms for cooperation in nuclear nonproliferation and the struggle against drug trafficking, terrorism and organized crime."

Putin said another fundamental principle for the "secure and sustained development of civilization is the unconditional observance of international law by all states."
