Russia comes out for concluding a special agreement with the EU and Lithuania on the Kaliningrad transit, Alexander Yakovenko, Foreign Ministry spokesman, told RIA Novosti. "As for the Kaliningrad cargo transit, the Russian side comes out for concluding a special agreement with the European Commission and Lithuania that would ensure stable regime and conditions for the transit, and rule out their worsening in the future," said the diplomat. In view of the Russia-EU summit due in The Hague on Thursday, Mr. Yakovenko stressed that Russia devoted particular attention to the EU's fulfillment of the joint statement adopted in Luxembourg on April 27, 2004. "First of all, we will discuss the rights of the Russian speaking minority in Latvia and Estonia, and the problems of the Kaliningrad cargo and passenger traffic," Mr. Yakovenko explained. In his words, in view of the four single spaces formation between Russia and the EU, mechanisms are being discussed for Moscow-Brussels co-operation. Russia is seeking full involvement of the permanent council of Russia-EU partnership, particularly at the level of relevant ministers, the diplomat said. Moreover, opinions are being exchanged on urgent international issues, including the fight against terrorism, WMD non-proliferation, the situation in Iraq, the Middle East, the Balkans and in other parts of the world, said Mr. Yakovenko
