Ukraine's biggest opposition party is resolved to start impeachment procedures against President Viktor Yushchenko, a Ukrainian daily reported on Tuesday.

"A law on special investigations commissions has already entered into force, while a law on the Constitutional Law will soon take effect," Segodnya quoted Mykhailo Chechetov, deputy head of the Party of Regions faction, as saying. "When it does, our faction will initiate impeachment proceedings. A decision has already been made."

Communist Party leader Petro Simonenko earlier said his party had urged all parliamentary factions to start impeachment procedures.

Yushchenko vetoed the law on the special investigations commissions in February, but earlier in March parliament overrode his veto and passed the law. It then entered into force on March 21.

According to some polls, Yushchenko's popularity has slumped to 2.4%.

Russia cut off shipments of natural gas to Ukraine after talks on outstanding debt and a gas price for 2009 broke down on New Year's Eve. The gas conflict led to a complete breakdown in Russian gas supplies to Europe via Ukraine, which transits around 80% of Russia's gas exports to EU countries.

Yanukovych, the leader of the Party of Regions, earlier said that because of the "irresponsible" position of the government, Ukraine was facing a threat to its national security, and was losing its reputation and status as a transit country. He also said the ruling 'orange' coalition had destroyed agreements with Russia that had been built up through years of hard work.

Yanukovych also demanded that the government account for its performance in parliament, and that an investigation committee be formed to look into the gas dispute.
