In the second half of next year, Russia and China will stage a large-scale military exercise on Chinese territory, Russia's Defense Minister Sergei Ivanov said at a meeting between the president and cabinet members. He pointed out that the Russian side would involve in it "not so much men themselves as modern equipment, and the navy and aviation forces, including strategic aircraft and submarines." Mr. Ivanov also said that the ministry is drafting a combat training plan for 2006. He said priority is being given to teamwork within the Collective Security Treaty Organization (which comprises Russia, Belarus, Armenia, Kazakhstan, Kyrgyzstan, and Tajikistan). In April, training will be conducted in Tajikistan, the minister said. Speaking of international cooperation, Mr. Ivanov indicated that the Russia-NATO Council is preparing a plan for a joint exercise. In particular it is planned to carry out a joint training exercise with France between the navies, involving nuclear forces. Besides, plans are afoot for a joint exercise in the Mediterranean, which will be joined not only by the US, but also by other countries not NATO members. Mr. Ivanov did not rule out the possibility of an exercise with Germany. He said the question would be discussed in the course of his visit to that country. The minister spoke highly of concerted efforts with the Bundeswehr on the transit of troops and military cargoes to Afghanistan. Over 10,000 troops were airlifted to and from that country, while cargoes traveled overland, Mr. Ivanov said.
