The 2005 state defense order will spotlight the creation of weapons to suit modern demands, Prime Minister Mikhail Fradkov said at the cabinet session held to discuss the draft order. The issue was discussed behind closed doors and was not broadcast, but journalists in the press center of the government house were shown a tape of the premier's opening address. "The state defense order spotlights the creation of weapons that will suit modern demands," Mr. Fradkov said. "It will become a solid prop for hi-tech industries," ensuring "pinpoint support for the industry" and encouraging production. Mr. Fradkov pointed out that substantial preparations preceded the drafting of the order. It was discussed in the government commission on the defense industry and at other conferences, which settled disputes between departments. The Russian premier stressed that, proceeding from the current financial possibilities of the state, allocations to the state defense order for 2005 had been increased considerably and the order planning has become more effective. Beginning in 2005, the Defense Ministry will have a single state contractor, Gosoboronzakaz, Defense Minister Sergei Ivanov said after the end of the cabinet session. "We are completing the creation of such a contractor," he said. "When I became minister, 52 departments had the right of acquisition. Their number was slashed to 20 by the beginning of 2004 and now we will have only one" contractor. According to Mr. Ivanov, all issues pertaining to appropriations on R&D, weapons modernization, and acquisitions will be handled by one department. He expressed the hope that other law enforcement and security ministries will also use this scheme of acquisitions
