The principles of the cadre policy are the first serious test of the new authorities in the eyes of society, the Novosti-Ukraine news agency quotes Nikolai Tomenko, a leader of Viktor Yushchenko's election headquarters, as saying. In his words, "giving quotas in the new Cabinet with the condition of these quotas' public fulfillment by concrete professionals" would be optimal during the formation of the government. Tomenko expressed fears that during the formation of the new government factions and groups which at different stages joined the Yushchenko coalition would insist on their candidates for ministerial posts as a condition for voting for the composition of the new government in the Supreme Rada. "Under such conditions factions, that is, their leaders, will actually approve government ministers, though many factions and groups have a limited real cadre potential," noted Tomenko. Such a "narrow-party principle of formation and activity of the government has absolutely discredited itself," he added. Another danger for the new authorities' cadre policy is formation of local power bodies, said Tomenko. He noted that society demands a simple "change of persons" which will signal the beginning of real changes. Tomenko said another threat is the temptation to start the cadre policy anew
