Federal ministers responsible for privileges replaced by money grants may resign on their own accord, expects Lyubov Sliska, First Deputy Speaker of the State Duma, parliament's lower house. "Resignation of certain Cabinet ministers who are practically implementing the reform may spectacularly reduce current social tensions," she remarked in a Novosti interview. As Ms. Sliska sees the matter, the government "ought to pluck up its courage and shoulder the responsibility" unless developments connected with the reform "get back to normal" before February 1. The Rodina (Homeland) group in the Duma also demands a Cabinet stepdown, Dmitry Rogozin, group leader, said to Novosti, in his turn. "At any rate, ministers who hold social and economic portfolios-Gref, Kudrin and Zurabov-must certainly resign," he stressed. The Rodina started collecting signatures for a vote of no confidence to the government even when the Duma was debating the privilege bill. The group "considered the bill having no sufficient social orientation, and wrong in principle. It demanded the bill thoroughly amended." Regrettably, the Rodina initiative found no support with other parliamentary groups those days, added Mr. Rogozin. The Liberal Democratic group also insists on the Cabinet resigning, said Vladimir Zhirinovsky, Duma Vice-Speaker and another of Novosti interviewees. However, Liberal Democrats are not tying in prospective resignation with the notorious welfare law. As he sees it, none but regional authorities are to blame for the present public unrest as they have not moved a finger to implement the law. Liberal Democrats' grudges against the Cabinet concern its performance as a whole, the group leader emphasized.
