Boris Gryzlov, the Speaker of the Russian State Duma, or the lower house of parliament, believes there is no need to dismiss the cabinet. He said that on Tuesday as commenting on the opposition factions' intention to start raising signatures in support of a vote of no-confidence. Mr. Gryzlov said nobody had raised the issue at today's Duma Council meeting. "There are regulations for such initiatives, which stipulate that 90 signatures have to be gathered before an initiative in question will be considered at the Duma Council and then included in the agenda of a State Duma plenary meeting," said the speaker. Mr. Gryzlov emphasized that in the event the no-confidence vote was discussed at the Duma, United Russia faction members would be free to vote as they wished. Mr. Gryzlov added that the faction presidium would adopt its own decision on the matter. Mr. Gryzlov also spoke out against suspending the law on benefits. "Some regions have reinstated in-kind benefits temporarily to study mechanisms to implement the law. This is an option," Mr. Gryzlov said, but emphasized again that suspending the law was not sensible
